		<description>Does the new ruling affecting lost passports apply only to non-U.S. citizens who are coming to the U. S?  I was wondering because of a friend who lost her passport along with credit cards and money to a pickpocket in Barcelona.  Would an emergency passport such as hers issued overnight so she could make her flight home be acceptable now?</description>
