		<description>I think the solution is mandatory compensation and fines. Most passengers would feel better about it if there were an escalating series of compensation points based on time kept on the tarmac beyond say, two-and-a-half hours. Maybe $150 per person the first hour, $200 the second hour, $300 the third hour and so on. On the one hand, passengers would be more patient knowing they were going to be paid for the inconvenience and discomfort (what else do most people do in life that earns them that much money on an hourly basis?); and on the other hand, the airline would be much more inclined to let people off within a reasonable time and avoid the costs.  

The baggage is an issue, but why do they need to take the baggage off? Hasn&#039;t it been properly screened, and couldn&#039;t it simply be held at the arrival airport for when the passenger who was let off eventually arrives? If necessary, it might even be easier to send it back later from the destination if the passenger decides not to fly at all.</description>
