Out here they pay for a bus ticket and it is called dumping.

There are a couple of differences: First they ask if the person/family is willing to go & has a place that will accept them; second, this is confirmed before the ticketing; & third, there is a follow-up.
In the 1970s, several counties around NYC had a habit of giving their needy 1-way bus tickets to the city instead of help. That got really irritating when up-state members of the state assembly would complain about NYC being the welfare capital of the state.
